On May 4, the start of the so-called Phase 2 ”Now we know more or less everything; who, like us, follows the situation of the restaurants he understood that tomorrow the take away and that reopening is set for June 1st. More or less.

Because to tell the truth there is still a lot of confusion, and the FAQs (the answers to frequently asked questions) drawn up by the Government are not enough to clarify the doubts. Indeed, sometimes the patch is worse than the hole: to the question "can you go out for a walk", for example, the Government replies with about twenty lines of various examples, when it probably could have summarized everything with a simple "yes, within the limits of common sense”(which means that you can stretch your legs, while perhaps you cannot walk half of Italy as a mayor of Novara is doing in protest).

That said, let's try to see which ones are anyway rules for commercial establishments, clubs and restaurants. Noting that there are those who accept them as they were issued by the government and there are those who, in some regions, decide instead to do their own thing.

From 4 May, throughout Italy, obviously “the delivery of products continues to be allowed home, in compliance with the health and hygiene requirements for both packaging and transport ". "Who organizes the home delivery activities - the same merchant or a cd. platform - must prevent personal contacts at a distance of less than one meter at the time of delivery ". All activities must maintain social distancing and provide for "cleaning and environmental hygiene at least twice a day and according to opening hours".

"It is also mandatory to enforce anti-contagion measures, such as entering small shops one at a time and regulated and staggered access to larger structures, the use of masks and gloves for workers and that of gel to disinfect hands and disposable gloves for customers ". It is also allowed “the takeaway catering for bars, restaurants and the like, which is added to the already permitted home delivery "of food products, which however" they cannot be consumed during the year nor near it, to avoid gatherings ". Even the drive-through (ie the take-away service by car) is granted, "always maintaining an interpersonal safety distance of at least one meter and respecting the prohibitions on consuming products at the point of sale and parking in the immediate vicinity".

Now, having in mind the ministerial provisions, let's see which regions have decided to do for themselves, widening or tightening the links of concessions - as regards catering activities - within their territories, in many of which - it must be said - the 'ok the government's take-away is late to the reality of the facts.

Valle d'Aosta

With an order of the resident of the Region, Renzo Testolin, the Aosta Valley already had the possibility of a take-away service is brought forward by a few days, with orders placed exclusively online and by telephone and with the withdrawal staggered over time in order to avoid gatherings. The general opening, with more lukewarm measures than those imposed by the government, also concerns access to second homes.

Piedmont

Piedmont, one of the regions hardest hit by the virus, instead starts out more cautiously than the central institutions have. The takeaway starts on May 4, as foreseen by Conte, but a Turin waits a little longer before allowing the take away: the goal is set for May 9. "In the case of specific critical issues or where it will not be possible to ensure compliance with security measures", moreover "the mayors may prohibit the activity on the entire municipal area or delimit it on parts of it". The Municipalities, in allowing the take-away service, must guarantee compliance with precise provisions, such as maintaining a minimum distance in queue of 2 meters, the withdrawal of products previously ordered for postponed appointments, in order to avoid gatherings outside., and with the presence in the room of one customer at a time, who must stop for the time strictly necessary for delivery and always respecting the safety measures provided for by the Prime Ministerial Decree of 26 April, the prohibition of consumption of products inside the premises and in the immediate vicinity and the mandatory mask for customers and staff on duty.

In addition, the takeaway catering activity will be possible from 6 to 21, but the mayors will be able to change these times in the presence of qualified reasons and in compliance with the needs of the places. Furthermore, announced by the president Alberto Cirio a " Piedmont bonus"For companies, that is true 2500 euros for restaurants, ice cream parlors, catering and bars e 2000 euros for delicatessens, piadinerie and pizzerias by the slice.

Campania

Surprisingly Campania, whose President of the Region Vincenzo De Luca had been the most upright of the Presidents of the region, stuck in the closure of premises and public establishments to the point of not having allowed delivery until recently, is adapting to the ministerial provisions, also thanks to the work of a task force with representatives from the world of catering and entrepreneurship.

Emilia Romagna

Already from April 27, throughout the territory of Emilia Romagna (with the sole exception of Piacenza, for which greater prudence was deemed appropriate and therefore we will start from May 4) the return to the sale of take-away food (take away) to part of the food and drink administration exercises, as well as to some craft activities (for example rotisseries, fry shops, ice cream parlors, pastry shops, pizzerias by the slice), but only after ordering online or by telephone; therefore in a contingent manner, to avoid gatherings outside and the presence of no more than one customer inside the room.

In the equipped shops, collection can also take place from the car. The order may in no way be consumed on site, as well as in the rest of Italy.

Puglia

Puglia also anticipated the times a bit, starting the take-away service as early as April 29 (but with the stop for the May 1st holiday). Here too, the ban on consumption inside and outside the premises and the obligation to book by phone and online apply. Furthermore, from 4 May, "individual movement within the regional territory is allowed to reach homes other than the main one, including second homes for holidays, for carrying out the maintenance and repair activities necessary for the protection of safety conditions. and conservation of assets ".

Tuscany

First of all, the Tuscany Region has given the go-ahead for the sale of take-away food by food administration establishments and by artisan activities as early as April 24. Also in this area, "the sale for takeaway will be carried out upon online or telephone ordering, ensuring that the entrances for the collection of the ordered products take place by appointments, deferred over time, in order to avoid gatherings outside and allowing the presence of one customer at a time, ensuring that the time strictly necessary for the delivery and payment of the goods remains "and" any form of consumption on site "remains suspended.

Calabria

We had already told you about Calabria, which had beaten everyone on time with an order that anticipated Phase 2 and reopened more or less everything, albeit not convincing all restaurateurs (as Nino Rossi, a Michelin star, told us) and causing a heated clash with the central government. However, President Jole Santelli has gone her own way, reopening bars, pastry shops, farmhouses, restaurants and pizzerias, open-air markets. Not only with takeaway and delivery, but also with outdoor table service, as long as certain "anti-contagion" measures are taken into account, such as maintaining safety distances.

Liguria

Liguria also started a little early, allowing from April 27 the opening of "all food and beverage outlets and artisan businesses in the confectionery / food sector", which were able to "sell for take-away and food what drinks"

Marche

The Marche also anticipated Phase 2 on take-away, allowing it as early as April 29, from 7.30 to 22. Today's ordinance specifies that the take-away of drinks is only possible together with the take-away of food.

Abruzzo

Like Tuscany, the Abruzzo Region had also given the go-ahead for take away as early as April 24, allowing and "the sale of take-away food by food administration establishments and by artisan activities" "upon prior order -line or telephone, ensuring that the entrances for the collection of the ordered products take place by appointments, deferred over time, in order to avoid gatherings outside and allowing the presence of one customer at a time in the room, ensuring that the strictly necessary time remains to the delivery and payment of the goods ".

Friuli Venezia Giulia

April 27: the restart of the take-away for Friuli Venezia Giulia also anticipated the times dictated by the president Giuseppe Conte. Also in this case, we talk about telephone and online booking and maintenance of distances and safety measures.

Trentino Alto Adige

Trentino has authorized take away from April 29, "in relation to food supply establishments (restaurants, bars, ice cream parlors, pubs, pastry shops and pizzerias by the slice) and to authorized artisan activities". "This sales activity, where possible, must be made by online or telephone booking. Access to the premises for the collection of products must take place on appointments, deferred over time, avoiding external gatherings. In any case, access to the premises must be allowed to one customer at a time and for the time strictly necessary for the collection and payment operations. Operators who will have contact with customers are obliged to use a mask and gloves, while customers must wear a mask ". As has already happened in other cases, that "where possible" relating to the online and telephone booking of food, risks generating some confusion, because it implies that it is not mandatory.
