Restaurants: all free from today 1st June? It seemed so, but instead: like a cold shower a note from the Ministry of Health arrived, to clarify that the limit of 4 people per table, unless you are cohabiting, stay. And it remains regardless of the color, that is, also in white area. Thus, one of the most annoying and in some ways discriminatory measures of the many restrictions we have had to get used to in this year and a half of pandemic remains in force: the one that allows a family of seven people to sit at a single table, which of 3 can see a friend at dinner, and that 2 couples can easily occupy a table of 4; but, for example, a family of 4 cannot meet with anyone.

The gradual reopening phase sees an important stage today, 1 June: in fact, on the one hand we have restaurants that are also open again inside, and bars that can serve coffee at the counter; on the other, three regions - Friuli Venezia-Giulia, Molise and Sardinia - even in the white area. For the latter in particular, the catchphrase of recent days has been: off all restrictions, only the obligation to wear a mask and curfew remains. Well, that's not the case: the Ministry of Health led by Roberto Speranza hastened to extinguish the easy enthusiasm, issuing a somewhat Byzantine note in which it is shown how article 27 of the dpcm 2 March 2021, which seemed to us to contain rules of a by now distant era (Easter bans, remember?), is recalled both by the decree law of 22 April and by the guidelines of 28 May.

Now, we need to do a bit of slalom between rules and warnings, abolished bans and surviving bans, but apparently the substance is this: the aforementioned article 27 allows catering from 5 to 18, and sets the limit of 4 people per table. Later, the hourly limit was first abolished for outdoor service, and then from today also indoors. But nothing has ever been said about the limit of persons, and since in law nothing can be assumed by implication, what has not been repealed is still in force. And oh well: alone we would never have gotten there, let's admit it, but if you say so.
