News coming to the world of agriculture: green light to the advances of the payments foreseen for the Community Agricultural Policy. Confirmation comes directly from Mipaaf.
Stefano Patuanelli, the Minister of Agricultural Policies recently signed a ministerial decree that had found the consent of the State-Regions Conference on 17 June 2021. This decree provided for the authorization of AGEA and the regional paying agencies to provide agricultural enterprises an advance of direct payments, provided for by the Community Agricultural Policy (CAP) for the year 2021.
What does this mean for farmers? To begin with, the early disbursement does not involve charges, as the related interest, calculated at market rates, is offset by a subsidy of equal amount, which constitutes state aid, authorized by the European Commission. Furthermore, the aid granted can be cumulated with other State aid granted under other authorized schemes.
The advance amounts to 70% of the requested amount for direct payments and is paid if the amount exceeds 900 euros.
Applications can be submitted by submission deadline single applications for CAP direct payments. However, subjects having a debt situation with amounts due in the National Debt Register or in the Debtor Register of the paying agency, subjects with suspension of payments adopted by the paying agency and also the transferors of securities whose transfer it is not completed on the date of granting the advance.
